Attracting and retaining top foreign talent in Malaysia
The Residence Pass-Talent (RP-T) is a 10-year renewable pass for highly qualified expatriates to continue to reside and work in Malaysia. Introduced in 2011, the RP-T also offers expatriates an attractive range of benefits, including the flexibility to change employers multiple times during the validity of the pass. 
Malaysia recognises the value and contribution of foreign skilled talent to the country's economic development and understands the need for a robust workforce with the necessary skillsets to thrive in today's fast-moving economic landscape.

Notwithstanding the nation's priority to Malaysian talent, the Government also appreciates the complementary relevance of foreign talent to Malaysian talent. In the short run, foreign talent plays an important role in helping to address critical skills gaps. In the longer term, they blend well with Malaysian talent to provide greater diversity of our talent pool in line with Malaysia's aspirations to become an innovation-led economy.

Spouse and dependents under 18 years are eligible for the RPT dependent pass. 
Spouse is also eligible for the RPT and can seek employment without the need to apply for an Employment Pass
Eligibility Criteria
Foreign skilled talent who wish to be considered for the Resident Pass-Talent must first fulfill the following criteria: 
  • Has worked in Malaysia for at least 3 years minimum.  
  • Holds a valid Employment Pass at the time of application.
  • Earns a basic monthly salary of RM15,000. 
  • Has a Malaysian income tax file number and has paid income tax for at least 2 years.  
  • Holds a PhD/Master's/Bachelor's Degree or Diploma in any discipline from a recognised university or a professional/competency certificate from a recognised professional institute.  
  • Possesses at least 5 years of total work experience.

  • This is the MINIMUM criteria required to apply for the Residence Pass-Talent. The approval status of the application is however subjected to the discretion of the RP-T Panel.
