Shaping Better Expat-Related Policies
The first point of contact for companies wanting to employ eligible expatriates.
The Expatriate Services Division (ESD) is spearheaded by the Joint Working Committee – Expatriate (JWC-E), which comprises the Ministry of Home Affairs (MOHA), the Immigration Department of Malaysia (JIM) and us, Talent Corporation Malaysia Berhad (TalentCorp). It was developed to coordinate efforts, and align policies and programmes to improve expat-related policies, so that Malaysia can become a preferred country for investments and skilled expatriates. 

Companies that wish to hire expatriates will first need to be registered in the ESD on-line system. Upon approval, the company may then submit individual applications for the relevant passes.

June 2014
Launched in June 2014 by the Prime Minister of Malaysia, the ESD aims to improve the process of obtaining approval for work permits of expatriates, within five (5) working days.

What's the difference between ESD and MYXpats?
The ESD, which is under the Immigration Department of Malaysia, was established to provide efficient, effective and innovative services for companies and expatriates to submit expatriate-related immigration matters. MYXpats is the one-stop centre to facilitate the processing of Employment Pass, Professional Visit Pass and related passes.
Where is the ESD located? What is its operating hours?
The ESD is located at the Immigration Department of Malaysia, Level 3 (Podium), No.15 Persiaran Perdana, Presint 2, 62550 Putrajaya. It is open from Monday to Friday at 8:30am to 4:30pm. The ESD adheres to federal and Wilayah Persekutuan state gazetted public holidays.
